Why do I have brown spots on eating utensils (stainless steel) after cleaning in dishwasher?

Does anybody has any idea what I could use to get rid of the stickiness?

I think the handles are made out of some kind of hard silicone rubber.
I tried scrubbing with dishwashing soap but it does not work.
Is it normal for old silicone to get sticky?
