How do I restore frequently used and scratched sterling silver flatware to its original condition?

I get white marks on my sterling flatware from the dishwasher, do you know what causes this? ?

This is sterling silver, and the owner doesn’t know what he really has. All the owner knows is that it was his grandparents and now it is his and he doesn’t know what to do with it.
I feel like I am in a sense taking advantage of him, but he isn’t willing to research it and find out what he has.
